General Services Administration (GSA) Federal Supply Schedules
(FSSs), also known as Multiple Award Schedules (MASs), are
indefinite delivery, indefinite quantity (IDIQ) contracts of unlimited
dollar value available to all Federal agencies worldwide. Under
the FSS Program, GSA enters into Government-wide contracts with
commercial firms allowing Federal customers to acquire services
and products directly from FSS contractors. Individual delivery
orders for an organization are competed and awarded based on best
value with consideration placed on past performance, unique capabilities,
and cost. LOGTEC currently holds the following Schedules.
- GSA Information Technology
(IT) Support FSS 70. Awarded in June 1997 and valid through
March 2007, the IT Support Schedule enables LOGTEC to provide
IT support services and classroom training to any DoD agency and
commercial organization throughout the CONUS. Support services
provided by LOGTEC include, but are not limited to, information
systems architecture strategy and planning, acquisition and program
management, systems analysis and design, network services and
office automation, data management, systems development, systems

| Blanket Purchase Agreements (BPAs) are a
simplified method of filling anticipated repetitive needs for services
and products. BPAs are established with contractors to provide an
unlimited dollar amount, easy ordering tool that takes advantage of
quantity discounts, saves administrative time, and reduces paperwork.
Only contractors currently holding a GSA Schedule can receive a BPA.
BPAs are awarded based on the contractor's qualifications, past performance,
and GSA labor categories and rates. Individual delivery orders are
competed among contractors having a BPA with the issuing agency. LOGTEC
currently holds the following BPAs. |
- Army Aviation and Missile Command Expedited Professional and Engineering Support Services (AMCOM EXPRESS) BPA. Awarded in February 2005 and valid through January 2010, the AMCOM EXPRESS BPA enables LOGTEC to provide advisory and assistance services (A&AS) for AMCOM and its customers' managed systems, equipment, and technology. Requirements encompass technical and logistics support, program management, and business and analytical requirements support. Services include, but are not limited to, systems and software engineering; system simulation and modeling; technical data management; test and evaluation; continuous acquisition and life-cycle support; reliability, availability, and maintainability support; computer resources support; logistics program support; resource management; schedule development/assessment; strategic planning analysis; cost estimating and analyses; program management; conference support; process improvement support; and financial management support. - Defense Finance and Accounting Service Financial Integrated
Systems Services II (DFISS II) BPA. Awarded in January 2002
and valid through January 2007, the DFISS II BPA enables LOGTEC
to provide services to support more than 200 automated information
systems in the areas of finance, accounting, payroll, transportation,
logistics, personnel and management. This effort encompasses
a full range of support services including software design and
analysis, software development, engineering and migration, software
programming, software process improvement, economic analysis,
and technical training. The BPA is available to Defense Finance
and Accounting Service (DFAS) Centers throughout the United

- IT Services (ITS) BPA. Awarded in December 2001 and
valid through December 2006, the ITS BPA enables LOGTEC to provide
a wide range of IT services and associated products for the
development, modernization, maintenance, and operation of IT
solutions. This BPA is available to all Air Force, DoD, and
civilian federal agencies. (Large Business Prime Contractor

- Naval Air Systems Command (NAVAIR) Maintenance Repair
and Overhaul (MRO) Services BPA. Awarded in June 2003 and
valid through June 2008, the NAVAIR MRO BPA enables LOGTEC to
provide acquisition management, contracts planning and execution,
program management, risk management, systems engineering, AIS
planning and support, advanced concepts and optimization support,
and data analysis for DoD maintenance activities and associated
HQ functions. Services are available to NAVAIR, NAVAIR Depots,
NAVAIR Central Maintenance Activity (CMA), NAVAIR Program Support
Office (PSO), AFMC/LG (Depot Maintenance) SPO, AFMC MSG, ALCs,
and the Joint DoD MRPII Program Office, Support for other Service
HQs and maintenance activities (e.g., Naval Sea Systems Command
[NAVSEA] shipyards and intermediate maintenance activities)

- Space and Missile Systems Center (SMC) Financial Acquisition Support Services (FASS) BPA. The SMC FASS BPA enables LOGTEC to provide a broad range of system-oriented financial services to SMC program offices, staff directorates, and other operating locations. Services include cost estimating; cost-related research; commitment, obligation, and expenditure reconciliation; program control support; budget support; earned value analysis; acquisition reports; schedule management; and training. - Space and Missile Systems Center (SMC) Systems Acquisition BPA. The SMC Systems Acquisition BPA enables LOGTEC to provide acquisition management support services to SMC program offices, staff directorates, and other operating locations. | Indefinite Delivery, Indefinite Quantity (IDIQ)
Contracts are task order contracts designed to allow Government
agencies to order services through pre-awarded contract vehicles
at pre-negotiated labor categories and rates. The IDIQ provides
the customer with a contract vehicle to place multiple orders and
define the period of performance and services needed. Some IDIQ
vehicles may be used by any Government agency; others may be restricted
to organizations within the contracting agency itself. LOGTEC holds
the following IDIQ contracts. |

Aircraft Systems Engineering Support (ASES) for C-130/C-141. Awarded in September 2003 and valid through September 2008, ASES provides engineering, logistics, and program office support. The scope includes procurement of electrical, avionics, mechanical, and aeronautics engineering support to augment the engineering expertise already residing in the separate Product Directorates in the Warner Robins Air Logistic Center (WR-ALC). Services include engineering support for modification programs, independent studies and analyses, test program support, C-130 production support, and software support for existing programs. - ASC Consolidated Acquisition of Professional Services
(CAPS) Awarded in April 2006 and valid through 2011, the ASC CAPS contract is
an indefinite delivery/indefinite quantity (ID/IQ) contract to support the acquisition
of Air Force aircraft systems, to include airframe, engines, avionics, components,
weapon systems integration, and support equipment. This support includes acquisition
logistics, financial management, cost estimating, schedule analysis, earned value
management, contracting support, engineering, manufacturing, configuration/data
management, administrative support, security management, acquisition management,
test and evaluation, Government-furnished property (GFP) management, and
litigation support.
- Design and Engineering Support Program (DESP) II. Awarded in June 2005 and valid through June 2010, DESP II provides design, engineering, and technical support services for the Department of Defense (DoD) mission weapon systems, components, and support equipment, including engineering design, integration, system modifications, and limited manufacturing activities to support process analysis and improvements for maintenance/repair operation. Services include, but are not limited to, studies; technology insertion; test and evaluation; design reviews and audits; training; engineering services; logistics support analysis; source qualification; reliability/maintainability; data rights; technical documentation; courseware development; support of operations/processes for maintenance and repair; support equipment studies; support equipment improvement/technology insertion; and process modeling, analysis, and reengineering. - ENCORE. Awarded in March 2002 and valid through March
2009, ENCORE provides global technical integrated solutions that
support the integration efforts of the DoD, other Federal agencies,
state and local governments, and U.S. allies. Services provided
include Enterprise IT policy and planning, integrated solutions
management, performance benchmarking, business process reengineering
(BPR), requirements analysis, market research and prototyping,
information and knowledge engineering, custom application development,
product integration, test and evaluation, and licensing and support.
This contract is available to the DoD, other agencies of the Federal
Government, state and local Governments, and U.S. allies. (Prime

- Enterprise Information Technology Acquisition (EITA). Awarded in May 2004 and valid through March 2009, EITA provides information technology (IT) products and services that enable the Air Force and other Government agencies to achieve mission objectives. - FAST. Awarded in July 2001 and valid through July 2006,
FAST focuses on the sustainment of all Air Force-managed weapon
systems, support systems, subsystems, and components. FAST includes
services, modifications, spares, and repairs. Services provided
include systems engineering and logistics support. This contract

- Global Combat Support System-Air Force (GCSS-AF)/Base Level
System Modernization. Awarded in August 1996 and valid through
August 2006, GCSS-AF is designed to update base level information
systems with hardware and software technologies for prototyping
changes to Common Operating Environments (COEs) and Automated
Information Systems (AISs). This contract is available Air Force-wide.

- Seaport Enhanced (SEAPORT-e).
